But then the raw materials are available here, the design is all prepped for shipping by the Indian designers. Yes in India at least, shipping is a rarity. Please think of marketing then, if Indian products are good enough, no shipping should be a problem at all. If the design is poor, no shipping should be an issue either. To sell design and good enough raw material should be a strategic business plan.
